Community, Arts and Culture Development

What we do

The Community, Arts and Culture Development Department's purpose is to 'build the city by building its people' through actioning the priorities outlined in the Integrated Development Plan (IDP). The department accomplishes this by delivering developmental programmes to vulnerable and impoverished communities across the city, in order to enhance resilience and improve citizens' well-being.

Through the provision of targeted services, we aim to contribute to:

  • the promotion of social and economic development
  • the promotion of a safe and healthy environment
  • encouraging the involvement of communities in matters of Local Government as mandated in Section 152 of the Constitution of South Africa.

Our core focus includes:

  • Arts, Culture and Heritage programmes
  • Community engagement
  • Providing job opportunities, through the Expanded Public Works Programme to assist in service delivery
  • Targeted programme delivery, i.e. early childhood development, youth development, homeless people, substance abuse, vulnerable groups

Our department is divided into the following branches:

Research and Programme Development 

We aim to provide guidance, develop special projects, plan and monitor integrated programmes and manage centralised functions. We also:

  • Conduct research
  • Develop and conceptualise special projects for implementation
  • Develop and monitor of approved framework
  • Drive marketing and communication functions 
  • Evaluate programme effectiveness and impact
  • Manage Grants-In-Aid, partnerships and lease agreements
  • Plan integrated programmes in alignment with the Social Development Strategy

Arts and Culture

Arts and Culture occupies an important role in the City as we strive towards building an inclusive city that embraces cultural diversity and creative industries. 

We create an enabling environment for the development and promotion of arts, culture, heritage and creativity in Cape Town through: 

  • Community based initiatives: promoting greater participation for all, social integration, and community wellbeing. 
  • Cultural spaces initiatives: promoting access and usage of cultural spaces, urban revitalisation, and addressing spatial segregation and inequality. 
  • Cultural resources initiatives: providing a range of resources to cultural organisations, communities and City projects.

Localised Community, Arts and Culture Development Area Management

The purpose of the CACD area management is to lead, manage, coordinate and monitor all resources within an area to plan and implement the social development and early childhood development programmes and interventions in communities. This includes:
